Buses run regularly from Tel Aviv and Jerusalem to the border of Rafah. In Eilat , Israeli buses are permitted to enter Egypt and travel as far as Sharm El Sheikh at the Southern tip of Sinai without visa. If you travel from Rafah to Egypt you should have visa. If you travel through Eailat to Sharm El Sheikh only can be without visa.
